Matthew Small is a hydrogen and eFuels project development and policy leader focused on technology selection and government relations. As Senior Director of Technology & Policy at StormFisher, he oversees the advancement of hydrogen and Power-to-X projects, with expertise spanning electrolysis, methanation, methanol synthesis, and carbon capture.
Matthew’s work includes technical and commercial evaluations to identify the most effective hydrogen and eFuels pathways, ensuring projects are both economically viable and aligned with evolving regulatory requirements. On the policy side, he actively engages with governments and industry stakeholders across Canada, the United States, and Europe to support the development of clear, practical frameworks for hydrogen and low-carbon fuels.
Matthew has been an active participant in the Canadian Hydrogen Association since 2022, supporting the development of CHA policy positions. He currently serves as Co-Chair of the CHA Government Relations Committee. His experience includes navigating regulatory regimes in the EU and contributing to discussions on Canadian hydrogen policy frameworks, including the Hydrogen Investment Tax Credit (ITC), helping to position Canada competitively in the global hydrogen economy.
With a background in energy markets and the broader energy sector, combined with formal training in chemical engineering and business, Matthew brings a pragmatic perspective that bridges technical development and commercial execution. His experience across project development, policy engagement, and technology commercialization supports the scalable growth of hydrogen and eFuels.
